Eucalyptus itself is an essential oil - meaning it's been distilled from an organic source. In this case, it's the steam distilled leaves of the eucalyptus herb tree, which tends to be blended with other fragrances like jojoba when being turned into a perfume. Of course, it is possible to get it in an undiluted form, but it still needs to have a certain amount of water added to it before it can be used on the skin.
